William Silva is a fourth generation Monterey County resident. His great grandfather was one of Carmel’s founding artists and his father graduated from Carmel High School. He and his wife are college sweethearts who have called Monterey County home since 1994, along with their four children.  They met at Duke University, where he received his BA in 1991 with a triple major in Public Policy Studies, Comparative Area Studies (Latin American concentration), and Spanish. He will earn his Masters of Urban Planning in 2020 at the University of Southern California.

Mr. Silva has been directly involved in the property development, construction, and real estate industries since 1992 with more than 25 years of experience running Woodman Development Company, Inc.  In that capacity, he has been directly involved in the planning and development of more than 3,000 residential units in Monterey County, along with neighborhood retail and commercial office buildings. He has also overseen the construction and sale of more than 750 new homes.

He directly oversees the design, entitlement and permitting of all of the company’s projects.  He handles project feasibility and property acquisitions.  He directs product development, purchasing, and construction management.  He raises capital (equity and debt) and manages financial operations.  As the company’s broker, he supervises the sale and delivery of homes, including creation of community associations, DRE processing, customer service, and warranty management.

Mr. Silva is a California Real Estate Broker and licensed General Contractor.  He is a member of the California and National Association of Realtors, the American Planning Association, and the Urban Land Institute.  He serves on the City of Seaside’s Planning Commission and the Board of Directors of his neighborhood HOA. He has been a Director for numerous community organizations and property owners’ associations.

Beyond Woodman Development Company, he also owns and manages Legacy Real Estate Group, Inc., a retail brokerage firm, with independent real estate agents working from Monterey and Soledad offices. He is versed in new home sales, residential resale, and commercial property leasing and sales. In addition to the sale of more than 750 new homes, he has managed the transactions for hundreds of resales, including more than 300 distressed properties (REO and Short Sales). He has a working knowledge of real estate law, agency, and legal disclosures pertaining to real estate.

Mr. Silva demonstrates his high-end construction capabilities through Century Construction Group, Inc., a general contracting firm he formed in 2011 for the purpose of doing custom construction projects and non-tract housing.  As the president and an owner of Citizens Realty & Development, Inc. he focuses on the asset management of real estate investments, both income producing properties and loans secured by real property.

He founded Regency Management Group, Inc., a property management company exclusively for community associations, which he built up to managing associations for over 1,500 units in Monterey County, before he sold the company to his partner in 2012. As its managing broker, he understands Davis Stirling, association governance, budget preparation, and CC&R enforcement.
